Hai Duong Aims to Be a Modern Industrial Province by 2030

By 2030, Hai Duong strives to become a modern industrial province and a central industrial hub of the Red River Delta, boasting a large-scale economy nationwide. The Hai Duong Banking Sector ensures safe, smooth operations in all circumstances, attracting industrial real estate investors. Hai Duong is intensifying the effective implementation of Directive No. 40-CT/TW.

By 2050, Hai Duong aims to meet the criteria of a centrally-run city.

Deputy Prime Minister Tran Hong Ha recently signed Decision No. 1639/QĐ-TTg dated December 19, 2023, approving the Hai Duong Provincial Planning for 2021 – 2030, with a vision towards 2050.

According to the approved plan, the planning scope includes the entire natural area of Hai Duong province, covering 1,668.28 km2, consisting of 12 district-level administrative units (02 cities, 01 town, and 09 districts); and 235 commune-level administrative units (47 wards, 178 communes, and 10 towns).

The general development objective is to make Hai Duong a modern industrial province by 2030, serving as the industrial powerhouse of the Red River Delta, with a significant national economic scale.

Infrastructure will be synchronously developed; urban systems will be green, smart, modern, and culturally rich; meeting some basic criteria of a centrally-run city. The average economic growth rate is expected to be about 9.5% per year.

Specific goals include an average economic growth rate of about 9.5% per year, a per capita GRDP (at current prices) of over 180 million VND. The contribution of total factor productivity (TFP) to economic growth will reach 50%; the average increase in social labor productivity will be about 8.5% per year; the digital economy will account for 35% of the GRDP; the total social investment capital for the period will be about 582 trillion VND.

Socially, the population is expected to reach about 2.55 million people, with an average growth of about 2.9% per year. The rate of trained workers will reach 90%, among which, those with degrees or certificates will be 48%. The rate of standard national schools at different levels aims to be over 90% for kindergartens, 100% for primary schools, over 95% for lower secondary schools, and over 90% for upper secondary schools.

In terms of infrastructure, development will focus on modern, synchronized transport, power supply, water supply and drainage systems… to meet the production, business, and daily needs of the population; safe dyke and dam systems, focusing on developing social infrastructure.

By 2050, Hai Duong aims to meet the criteria of a centrally-run city; becoming a modern, green, smart, safe, sustainable city, deeply integrated internationally, culturally rich in Dong culture, and a key driver for the socio-economic development of the Red River Delta.

High-tech industry and high-quality services will be developed to support production activities in the area and the entire region; developing multi-value agricultural economy to stabilize the economy.

Regarding the direction of industrial development, the Decision specifies developing the industry based on four main pillars: expanding and enhancing the value chain, leveraging regional links for key industries, building strategic competitive capabilities, aiming for the development of potential future industries, and restructuring small-value production industries. Hai Duong will be built as the industrial center of the Red River Delta, associated with specialized economic zones and modern industrial parks.

Regarding the urban system planning, it is clearly stated to develop the provincial urban system with 28 cities, including: 14 existing cities and 14 new ones, comprising: 01 type I city (Hai Duong city); 01 type II city (Chi Linh city); 01 type III city (Kinh Mon town, planned to be upgraded to a city); 07 type IV cities; 18 type V cities including 4 existing cities, 2 newly recognized cities, and 12 upgraded cities based on the upgrading of rural communes.
