As Vietnam’s third-largest economic hub, Hai Phong relies heavily on industrial production as a key growth pillar. In this context, An Phat 5 Industrial Park (Luong Dien – Ngoc Lien) is expected to emerge as a new destination for investment projects with high value-added potential, contributing to the formation of a green supply chain and enhancing the city’s industrial competitiveness.

FDI Potential and Competitive Advantages in Hai Phong
To achieve an average annual growth target of 10% over the next five years, Hai Phong must continue to rely not only on public investment but also on exports as a key growth driver. This, in turn, underscores the importance of strengthening efforts to attract and retain foreign direct investment (FDI).
Within this landscape, industrial parks play a strategic role as critical “touchpoints” for FDI inflows. By the end of 2025, Vietnam had a total of 478 industrial parks covering nearly 146,000 hectares, of which more than 320 parks were operational, with an average occupancy rate exceeding 79%.
In northern Vietnam, Hai Phong has emerged as a leading growth engine. In 2025, the city ranked third nationwide in economic scale, recording GRDP growth of 11.81%, approximately 1.47 times higher than the national average, and placing second overall nationwide.
Hai Phong’s advantages extend beyond economic scale to include a strong infrastructure foundation, such as deep-water seaports, an interconnected network of expressways and airports, and well-planned industrial land reserves. These factors have positioned the city as a prominent FDI destination while creating room for further industrial park expansion during the 2026–2030 period.
As of August 2025, Hai Phong hosted 40 industrial parks with a combined area exceeding 11,200 hectares. Several large-scale projects have already taken shape, including VSIP Hai Phong with a total area of 1,600 hectares and Nam Dinh Vu Industrial Park covering more than 1,300 hectares. In addition, new industrial parks established in 2025 include Trang Due 3 (nearly 653 hectares), Hoang Dieu (245 hectares), and Ngu Phuc Phase 1 (approximately 239 hectares).
An Phat 5 Industrial Park: Project Overview
Within this expanding industrial landscape, An Phat 5 Industrial Park (Luong Dien – Ngoc Lien) officially broke ground on December 19, 2025. Notably, the project was selected by Hai Phong as one of the city’s representative developments registered with central authorities to commemorate the 14th National Congress of the Communist Party of Vietnam. This recognition not only reflects the investment capacity of An Phat Holdings Group (HOSE: APH) but also highlights the project’s pioneering role in the city’s socio-economic development strategy.
Located in Cam Giang Commune, Hai Phong City, An Phat 5 Industrial Park is developed by An Phat Holdings on an area of approximately 150 hectares. The project is designed with an industrial land-use density of 70%, with the remaining area allocated to internal transportation, green spaces, and technical infrastructure.

The project received investment approval in 2023 and has an operational term of 50 years. Construction of basic infrastructure is scheduled from April 2025 to December 2026, with plans to hand over cleared land to investors starting in the second quarter of 2026.
From An Phat 5 Industrial Park, access to key economic centers and major transport infrastructure in northern Vietnam is significantly shortened. Within approximately 20 minutes, businesses can reach Gia Binh International Airport (around 12 km away). Meanwhile, Nam Hai Duong high-speed railway station—a key station on the Lao Cai–Hai Phong high-speed rail line—is located about 20 km from the industrial park. These advantages enable more flexible flows of goods, raw materials, and labor, in line with the ongoing restructuring of supply chains toward multi-node and multimodal models.
In the broader regional context, An Phat 5 does not stand alone but complements the existing network of industrial parks, from VSIP Hai Duong to Thuan Thanh I and Thuan Thanh III Industrial Parks in Bac Ninh. This positioning helps expand production linkages and supporting-industry networks. Importantly, the project’s value extends beyond infrastructure alone, leveraging An Phat Holdings’ experience in accompanying manufacturing enterprises through integrated support solutions—ranging from investment procedures and logistics organization to industrial catering and recruitment consultancy—helping investors move quickly toward stable operations.

Positioned as a model industrial park, An Phat 5 Industrial Park adheres strictly to Environmental, Social, and Governance (ESG) principles. Its integrated infrastructure is designed to optimize energy and resource efficiency. The park is also equipped with a modern wastewater treatment system that meets stringent environmental standards, alongside well-planned green spaces aimed at creating a sustainable working environment and attracting a high-quality workforce.
Under its development orientation, An Phat 5 Industrial Park will prioritize the attraction of high-tech enterprises, supporting industries, and manufacturers that favor clean and sustainable operating models. Through this approach, the project aims to attract high-quality FDI while making tangible contributions to Hai Phong’s sustainable development objectives.
An Phat 5 is also part of An Phat Holdings’ broader industrial infrastructure strategy in Hai Phong. Previously, the group invested in and operated An Phat Complex Industrial Park (46 hectares) and An Phat 1 Industrial Park (180 hectares), both of which have achieved 100% occupancy rates.
As Hai Phong continues to pursue its goal of becoming a leading FDI hub in northern Vietnam—supported by sustained GRDP growth—An Phat 5 Industrial Park is expected to emerge as an attractive option for supporting industries and high-tech enterprises, while contributing to the city’s enhanced competitiveness on Vietnam’s industrial map.
