Soon planning, completing traffic infrastructure of key industrial region

To effectively promote the key industrial region, early planning and completion of traffic infrastructure is of strategic significance and must go one step ahead.

Mr. Pham Xuan Thang, Member of the Party Central Committee, Secretary of the Party Committee of Hai Duong province, Chairman of the provincial People’s Council, on September 7 morning inspected the traffic planning for a key industrial region in Binh Giang and Thanh Mien districts and the progress of a project to renovate and upgrade national highway 37.

After field inspection of the traffic planning for the key industrial region at the interchange of Ha Noi – Hai Phong expressway in Nhan Quyen commune, Binh Giang, Secretary of the provincial Party Committee Pham Xuan Thang appreciated efforts of relevant departments, sectors, and local authorities over the past time in traffic planning.

This is an important region in socio-economic development which is considered as a “steel fist” of the province, contributing to attracting enterprises, especially investment in hi-tech projects.

The Secretary of the provincial Party Committee stressed that to effectively promote the key industrial region, early planning and completion of traffic infrastructure is of strategic significance and must go one step ahead.

To gradually complete the traffic infrastructure of the key industrial region, the Secretary of the provincial Party Committee advocated and required early construction of two routes from road 395 to the interchange of Ha Noi – Hai Phong expressway and road 392, assigned units to soon realize contents to prepare an investment policy for report to the provincial Party Committee’s Standing Board, and agreed to the adjustment of industrial land at the interchange for recovery and conversion into residential land for resettlement upon project implementation.

The Department of Construction should coordinate with Binh Giang district authorities to define a resettlement area to serve site clearance for road 392 enlargement.

To summarize and report demands for rice land to the Ministry of Natural Resources and Environment, the Secretary of the provincial Party Committee assigned the Department of Natural Resources and Environment to preside and collaborate with concerned departments and sectors to report on the expected demand for rice land in the coming period, allocate land use norms for different types of land in order of priority, and prioritize land for industrial development, specifically the development of industrial zones and clusters. In the course of deploying industrial zones, it is necessary to prioritize those in the provincial dynamic industrial region.

Standing Vice Chairman of the provincial People’s Committee Luu Van Ban was assigned to preside over the review of land norms of each district, which must be completed before September 15.

Regarding the implementation of the national highway 37 project through Ninh Giang, Gia Loc, and Tu Ky districts, Secretary of the provincial Party Committee Pham Xuan Thang required local authorities to drastically and resolutely finish site clearance to hand over clean grounds to the construction unit, accelerate the disbursement of the allocated capital, accomplish the project in the shortest time, and, at the same time, prepare sufficient legal documents to protect construction and coerce site clearance when necessary.

Difficulties and obstacles in site clearance must be removed within this September.

Standing Vice Chairman of the provincial People’s Committee Luu Van Ban will be directly in charge and direct departments and sectors of the province to closely coordinate with Gia Loc and Tu Ky districts to remove difficulties in site clearance.

Heads of localities must be accountable to the provincial Party Committee’s Standing Board for site clearance for this project…
